Alex guessed right. Nibs was at The Grove, waiting for Teddy, of course, as she shopped. If you clicked on the photo to enlarge it you could see The Grove written on the bridge behind the fountain, which is what I assumed Alex did. Way to go Alex! Good investigative skills.
i know it looks like Teddy is trying to push Nibs into the fountain but she's not... really!
